On August 13, the U.S. Maritime Administration published the 2026 Small Shipyard Grant awards: $35.18 million to 45 shipyards across 24 states and one U.S. territory. Every award comes with a public description of what the money buys. We read all 45. Nineteen of them fund lifting equipment. Twelve fund a cutting or forming machine. Exactly one names the screen an operator will stand in front of. That gap isn’t a paperwork problem. It’s a purchasing sequence problem, and it lands on the yard about four months before delivery.
What the 45 Award Descriptions Actually Fund
The award table is unusually specific. It names tonnages, cutting widths and machine types rather than generic “facility upgrades,” which makes it readable as a procurement document. Here’s what falls out of it.
- 19 of 45 awards name lifting equipment being acquired — cranes, travelifts, telehandlers, forklifts, boom lifts or winches.
- 12 of 45 awards name a CNC or forming machine, including plasma cutting tables, press brakes, bandsaws, profile cutters and hydraulic presses.
- 28 of 45 awards fund at least one machine from those two groups. That’s roughly six in ten funded projects.
- 1 of 45 awards names an operator interface on a funded machine: a floating drydock ballast-control modernization in Escanaba, Michigan, at $898,022.
- 5 of 45 awards fund travelifts specifically, ranging from 75-ton to 620-ton capacity.
- 5 of 45 awards involve a floating drydock, either new, restored or re-controlled.
How These Numbers Were Counted
Every figure above comes from reading the 45 published project descriptions on MARAD’s own awardee page, not from a summary or a trade write-up. An award counts as lifting equipment when its description names a crane, travelift, telehandler, forklift, boom lift, derrick or winch as gear being bought. Two awards mention hoisting only inside a training program, so they’re excluded from that count. One more award funds engineering workstations, laptops and tablets for design work. Those are real screens. But they sit in the drafting office rather than on a machine, so we counted them separately. The dollar total is MARAD’s published number.
Lifting Equipment Was the Biggest Single Category
Nineteen yards are adding lift capacity. A 200-ton marine crane in New York. A 620-ton travelift in Seattle. Four 10-ton remote overhead cranes in Port Angeles, a 165-ton lattice boom crawler in Pennsylvania, and a deck crane in Vermont paired with a rebuilt railway catwalk.
None of those descriptions mention how the operator sees the load. That matters more in a shipyard than almost anywhere else, because the loads are large, the landing areas are often behind a hull, and the rule is explicit. OSHA’s shipyard employment standard requires that a qualified individual shall be assigned to act as a signalman when the hoist operator cannot see the load being handled. So a blind lift already carries a staffing cost. It’s just usually paid in labor instead of hardware.
Travelifts are their own case, and five yards are buying one. A slung hull sits directly between the operator and both sides of the machine. So the sightline problem isn’t occasional. It’s the normal operating condition every time a boat comes out of the water, and the wider the beam, the less the operator sees. Drydock work has a similar shape. Five awards touch a floating drydock, where the thing an operator most needs to know is a tank level nobody can see from the deck.
Camera coverage doesn’t remove that requirement, and nobody should sell it that way. What it changes is how much of the lift is blind in the first place — hook view, load view, the spot where the load actually sets down. On a new crane, that’s a decision to make while the machine is still on order, because mounting points and power are easier to plan than to retrofit. Restoring an operator’s situational awareness on the hook is a separate purchase from the crane itself, and it almost never shares the same budget line.
Cutting and Forming Machines Arrive With Screens Built for Indoors
The twelve CNC and forming awards are different. A plasma table, a press brake or a profile cutter ships with a controller and an interface already attached, so on paper the interface question looks answered.
It usually isn’t. Those interfaces get specified for a machine-shop floor: stable temperature, controlled light, dry hands. A shipyard bay is a rougher environment, and several of these machines are large enough to sit under an open roof or beside a bay door. Brightness and glare are the first things to fail — a panel that reads perfectly under shop lighting washes out when the door rolls up at midday. A sunlight readable display is specified around that problem rather than around resolution.
Input is the second thing. Glove use, wet hands and steel dust all change which touch technology works, and a capacitive panel that a bare finger drives cleanly can go unresponsive through a welding glove. Worth checking before the machine is commissioned, not after an operator starts peeling gloves off to run it.
The One Yard That Wrote the Interface Into the Grant
North Shore Marine Terminal & Logistics in Escanaba, Michigan received $898,022 to modernize control of a floating drydock. The description covers ballast intake valves, control valve upgrades, electric actuators, control logic, a remote HMI and electronic tank level sensing.
Read that as a system rather than a parts list and it’s the outlier for a reason. Ballast control is one of the few yard jobs where the screen is the machine. An operator can’t see tank levels by looking at them. So the sensing, the logic and the display get bought as one thing. Every other award on the list has a physical machine that seems to work without a screen — right up until someone has to run it in weather.
That’s the useful lesson from the outlier. The yards that end up with a coherent operator station are the ones that treated the interface as part of the system spec while the project was still on paper.

What We’d Settle Before the Machine Lands
We spec hardware into yards, vessels and plants all year, and the pattern behind these awards is familiar. The machine decision gets months of engineering. The operator interface gets decided in the last two weeks by whoever is doing the install, and it gets chosen from whatever ships fastest. That’s how a yard ends up with a bright, capable new machine and a screen nobody can read at 1 p.m.
Four things are worth settling early. Where the operator actually stands, because that sets viewing distance and angle. What the panel has to survive — washdown, salt air, dust, the temperature range of an unheated bay. How the operator will touch it, gloved or bare, wet or dry. And whether the machine has a blind side that a camera should cover.
The retrofit question comes up constantly, and it’s more forgiving than most yards expect. Location changes the answer too. A machine sitting inside a classified area has a much narrower set of legal options, and where the classified boundary falls decides that before any spec sheet does.
Elsewhere in the yard, an industrial panel PC mounted at the machine usually beats a consumer tablet bolted to a stand. The mounting, the input range and the sealing were designed together, so there’s no adapter stack to fail.
Where to Start Before Delivery
If your yard is on the 2026 award list, the machine has a delivery date and the interface doesn’t. That’s the gap worth closing now, while mounting, power and camera positions are still easy to change.
